He attended the German Technical High School from 1968 to 1971, where he gained a strong foundation in technical skills. He then worked as the Director of the Transport Department in Afghanistan from 1971 to 1974, before pursuing continuing education. Dr. Mangal earned his Master of Science in Engineering from the MADI Technical University in Moscow, Russia, between 1975 and 1980. He continued his education at the same institution, earning his Doctor of Philosophy in Technical Science from 1988 to 1991. Dr. Mangal returned to Afghanistan and worked as the President of the Planning Department at the Ministry of Transport from 1980 to 1995. He was later appointed as the Deputy Minister of the Ministry of Transport from 1992 to 1995. In 1993, Dr. Mangal became the Managing Director of a transportation company in Germany, where he gained valuable experience in the European transportation industry. He held this position until 2000, after which he founded the Mangal Group of Companies, where he currently serves as the Founder and President.
